Guidance to MMHA Membership on 2023-2024 AA TransfersBackground
As you are aware, the other associations in Kings County signed an agreement transferring governance of AA from their associations to Kings County Hockey (“KCH”). MMHA did not transfer its AA jurisdiction over to KCH because:
1. MMHA has numerous serious governance concerns regarding KCH, including that of MMHA being afforded only 50% representation on KCH Board. While every other minor hockey association in our zone was allowed two representatives as per KCH Constitution, MMHA was denied this constitutional right by KCH Board at the 2023 AGM.
2. Kings County Hockey is merely a AAA Zone Team drawing its players from the Associations comprising the zone, not a Minor Hockey Association. Hockey PEI Constitution AA transfers are allowed only to the closest neighbouring minor hockey association.
The closest neighbouring minor hockey association to MMHA is Sherwood Parkdale Rural Minor Hockey Association (SPRMHA). SPRMHA Board graciously agreed to accept our AA player's transfers provided HPEI welcomes the transfers between our two neighbouring Associations. HPEI did not provide assurance that the transfers to SPRMHA will be approved by the HPEI Transfer Committee.
Guidance to the MMHA Membership
Please note that the transfer process is
a player initiated process and the releasing and accepting home Associations' role is to either approve or deny a transfer request. In view of all of the above mentioned, MMHA will approve all AA transfers to SPRMHA submitted as a
form B - Program not Offered. This is in accordance with Hockey PEI Constitution, Regulation 3 (3.02) - Competition. All other transfers to play AA will be reviewed on an individual basis and may be denied by MMHA.
A transfer that is denied by MMHA may still be submitted to HPEI, and whether the transfer is approved or denied is ultimately a decision of HPEI Transfer Committee.

Future Direction
MMHA recognizes that the HPEI sanctioned bulk transfer of the jurisdiction over AA teams to KCH by the Associations in our zone, has left MMHA players without an opportunity to play AA hockey in its home zone. For this and other reasons, MMHA has joined a discussion with SPRMHA and Charlottetown Minor Hockey Association (CMHA) to explore opportunities for future partnership.
